Payment types accepted by the City include cash or check. Credit cards are accepted via the Waukesha County website at www.waukeshacounty.gov or click on the link below. Electronic checks are also accepted on the County website. Please note that there is a 3% convenience fee for credit card payments and $1.00 for electronic checks. City Hall is open for property tax collection Monday through Friday, 8:00 a.m. to 5:00 p.m. In addition, a drop box for payments is available in the north parking lot of City Hall. The City also partners with Tri City National Bank to assist with tax collections, particularly on days or hours when City Hall is not open. You can find information regarding Tri City collection hours in the tax bill envelope or look on the News and Announcements page starting in early December. Utility bill payments can be made at City Hall, 2000 N. Calhoun Road in person from 8:00 a.m to 5:00 p.m. Monday through Friday or placed in the drop box adjacent to City Hall. The City does not perform final readings for water/sewer bills for sales of property; buyers and sellers should have the utility charges prorated as part of the closing process. If you are currently on the Automatic Payment program or your bill is not addressed to “Current Resident”, please notify the Accounting office via U.S. mail, telephone, or email using the link below, to ensure that your utility account is removed from direct debit and the bill is mailed to the correct address. The City’s sanitary sewer rates provide for an automatic credit for residential customers for the summer quarter (June-September) in that the sanitary sewer charges for that quarter are based on an average of the usage for the three previous quarters rather than actual water usage. Customers who have significant water use during other times of the year can apply to have a deduct meter installed, which will provide for sewer charges to be based on actual wastewater put into the sanitary sewer. Fire
Highway - Drainage

It is the responsibility of the Highway Department to clean and maintain storm sewer inlets and catch basins within the City right-of-way. Residents should keep debris and leaves out of these inlets which will improve drainage in your area and reduce flooding during heavy downpours. The City of Brookfield has placed a moratorium on ditch enclosure installations at this time. If you are having a problem with your ditch, please contact the Highway Department (262) 782-5029 to see if it can be reshaped for easier maintenance. |

Sump lines can be discharged into the ditch line or discharged anywhere on your lot as long as it is at least 10' from your lot line. If you live in a curb and gutter area you cannot discharge directly into the curb line. You must place the discharge hose in your yard. Sump lines discharging into curbing cause severe icing problems in the winter and slippery algae in the summer. Contact the Highway Department to see if there is a storm sewer location on your lot where a connection could be made. |

If you are planning to replace your driveway in the near future, contact the Highway Department as soon as possible to make an inspection of the existing culvert to see if it needs replacement. We usually can work around your schedule to replace if needed. Do not wait to call us when the contractor is doing the work. We need at least a 2 (two)-week notice for scheduling. |

If the Highway Department performs ditch grading or repairs a storm sewer on your lot, we will try to repair the landscaping within 2 (two) weeks, weather permitting. We will landscape from April to October 15th. It is the responsibility of the resident to water and maintain the area after it is restored. |

Highway - Snow Control

The driver for each snow route inspects the route and determines where the flexible guideposts are installed. If Homeowners care to install additional markers they may do so. The guideposts must be flexible and/or break-away type (usually plastic or fiberglass). Metal stakes are not allowed. The City is not responsible for any damage to private markers during a plowing operation. |

In Spring, the Highway Department will repair the damage to the lawn. The process includes topsoil, raking, grass seed and ground cover. Homeowners are responsible for watering the repair. The City will repair or replace any mailbox that has been struck by a City snowplow. Paper boxes are not repaired or replaced by the City. Contact your newspaper provider for replacement paper boxes. Mailboxes that cannot be repaired are replaced with a standard black #1 mailbox on a 4 x 4 post. If the ground is frozen and repairs cannot be made we will install a temporary mailbox and return in the Spring to make permanent repairs. |

Unfortunately this is inevitable during a plowing operation. It is the responsibility of the homeowner for clearing this snow. |

During a general call-out, plowing or ice control operation, a priority has been established. Priority will be given to all main roads (Class I). All other roads (Class II) will be serviced as soon as main roads have been cleared and deemed safe. Since there is less traffic on weekends, the time frame to have all roads cleared may be slightly later. In most cases, this will mean that the streets will be passable. Clean-up, which includes widening, will be done as soon as possible after making the initial pass. Depending on what class of road the patrol worker maintains, the severity of the storm will determine the extent of attention the particular route will receive. The Department is responsible for both main roads and residential roads. Cul-de-sacs present a special problem for snow removal crews. There are 382 cul-de-sacs and 64 dead-end streets in the City. Plowing in cul-de-sacs will consist of making either one or two passes to clear snow to allow residents road access during the early stages of the storm. Snow left in the center will not be immediately removed, but will be left until the driver returns to complete the clean-up stage of the plowing. |

Highway - Streets

The Highway Department will start cleaning the main streets usually in March after the threat of snow has passed. Curb and gutter areas will be swept first due to DNR requirements. After these areas, we will complete the remainder of the City. |

CAFE stands for Catalog Access For Everyone. This term was coined to describe the group of cooperating libraries who joined together to share resources in an effort to provide better and more comprehensive service while reducing the cost of operation to local taxpayers. The group began in 2003 when the Brookfield Library arranged to share the Waukesha Library's newly upgraded computer system. Since then libraries in Muskego, Mukwonago, Big Bend, Butler, Sussex-Lisbon, Delafield, Eagle, Elm Grove, Hartland, Merton, Oconomowoc and Pewaukee have joined the group. The basic rules of evidence do apply to all hearings conducted in Municipal Court. There are no jury trials conducted in Municipal Court. All trials are heard before the Judge. |

Municipal Court is not a Criminal Court of record but is a civil court. The right to a Public Defender only applies to Criminal Courts in the State of Wisconsin. Therefore, a defendant is not entitled to a Public Defender in Municipal Court. You have the right to hire an attorney to represent your interests in Municipal Court at your own expense. |

The court date you have been assigned for an Initial Appearance/Pre-trial Conference is clearly marked on the top of the citation that you were issued. If you are scheduled for a court trial, you will be given a form with a specific time and date for your trial upon leaving the Initial Appearance/Pre-trial Conference. |

There are also no additional costs to have your case heard by the Judge at trial other than your time off of work, etc. to attend the trial. When you appear in court at the Initial Appearance/Pre-trial Conference, you will be able to meet with the City Prosecutor to discuss your case. If there is any type of stipulation made, the City Prosecutor will put that stipulation in writing and present it to the court. If you plead not guilty before the Judge at your Initial Appearance, you will be given an opportunity to meet with the City Prosecutor at that time to discuss and possibly resolve your case. If you plead not guilty by mail as stated on the back of the citation, you will be notified by mail, at the address you provide the court or as stated on the citation, of a date for a Pre-trial Conference to meet with the City as stated on the citation, of a date for a pre-trial Conference to meet with the City Prosecutor to possibly resolve your case. In either event, if your case is not resolved by stipulation with the City Prosecutor, your case will be set for trial at a date and time given to you in writing by the Clerk of Court. |

If the suspension occurred as a result of a City of Brookfield ticket, you can pay the amount of the citation at the City of Brookfield Police Department where you will be given a receipt upon payment in full. You must then take the receipt to any Motor Vehicle Department in Wisconsin, apply to reinstate your license and pay the fees associated with reinstatement. The Motor Vehicle Department will require that you show proof of the receipt before allowing you to reinstate your license. If you appear at an Initial Appearance/Pre-trial Conference with a citation for Operating After Suspension/Revocation, the City Prosecutor will review your driving record with you to determine if you are suspended for non-payment of a Municipal Citation. If that is the case, the City Prosecutor may propose a settlement that allows you to follow a specific procedure to reinstate your driver's license. If, after the conference with the City Prosecutor, you are still unsure as to what you need to do to reinstate your driver's license, ask the City Prosecutor to re-explain your settlement proposal or ask the Judge when your case is called. |

The court will give you a payment due date in which your fine will be due, however, you can make partial payments. If you are unable to pay your fine in full by the due date, you must appear in court on that date to request a pay extension before the Judge. The Judge will review your financial situation and make a decision as to whether or not to grant you a pay extension based on the facts of your particular case. |

Right of Way Trees The City typically owns property adjacent to roadways which is referred to as the Right of Way (ROW). This area is where most utilities are located. The pruning or removal of trees located in this area is performed by the City. Residential streets typically have a ROW of 30’ from the center of the road. Arterial streets have a greater ROW. The Right-of-Way can vary greatly on both residential and arterial streets. City owned trees are pruned on a city-wide programmed cycle. The City is divided into six forestry management units. Within each unit, all public trees in parks, street right-of-ways and public grounds are pruned. After all six units are pruned, the cycle will start over. Stated simply, all City trees will be pruned once every six years. This is the most effective process to care for City trees. Annually, the City arborist conducts a city-wide tree removal survey of public trees. This usually occurs in September. Trees identified for removal will be marked with an orange dot. All dead or hazardous trees marked will be scheduled to be removed over the winter months. Trees on Private Property If you have questions about trees on your property, there are a number of ways to get information. The UW-Extension Horticulture Helpline can be called at (262) 548-7779 to answer your tree or horticulture questions. On the web you can also access the University of Wisconsin’s urban horticulture site @ http://uwex.edu/ces/wihort/. There is an abundance of information in all areas of horticulture located there. Natural Christmas Trees without wire, nails, or plastic, placed curbside, will be picked up by the City. Trees must be set out at road's edge by 7:00 a.m. on the 2nd Monday of January for the first pickup and by 7:00 a.m. on the 4th Monday for the 2nd pickup. There will be no return trips for pickups after the second collection and call-in requests after the second collection will not be accepted. Trees may not picked up until sometime after these dates because of the time it takes to go through all the routes or being hampered by inclement weather. Trees should not be buried in the snow. Wreaths, which normally are tied with wire, can be disposed of in your weekly garbage. |

Sewer

Whether the odor is from natural gas or "sewer gas" you should immediately address the situation by calling the gas company or a plumber. If it is sewer gas the source of the problem is usually within the basement plumbing. There's definitely an odor associated with sewage but a properly installed plumbing system should not allow any of that gas into your house. Check to see if the water has evaporated out of a floor drain trap or any other unused drain such as an unused shower, allowing the gas to enter the house. Fill all those traps with a bucket of water to reseal the system. The problem may also be a blocked plumbing system vent stack located on the roof. Professional expertise may be required to correct that situation. |

The vast majority of sewer drain blockages occur in the homeowner's lateral (connection from the house to the sewer line in the street) and are the homeowner's responsibility. You should stop using all water in the house until the blockage is opened. Our department will respond but will most likely inform you to contact a sewer service to have your line rodded out. If the water is forcefully bubbling up out of the drain the problem may be in the public sewer and you should contact us as soon as possible. When in doubt contact the sewer department and we will be more than happy to assist you in determing the cause. |

The City of Brookfield has an ongoing sewer cleaning maintenance program to ensure the sewer system operates at maximum capacity. In rare occurrences during cleaning air is forced up through the house's lateral. The favorite location for this air to escape is the toilet. Although this is an inconvenience there is no harm to the house's plumbing. We suggest that the roof vent stack be checked for a blockage. If you have had this happen in the past and reported this to the sewer department the sewer cleaning crew will make an effort to inform the occupants before the cleaning is started so that the toilet cover can be lowered to minimize splashing. |

Yes. In 1999 the Common Council began discussing the need for a comprehensive water system build out plan to serve all properties in the City of Brookfield with municipal water. The City developed a water main extension policy to accomplish this in early 2001 and subsequently adopted it in June of 2002 and has specifically reconfirmed the policy many times since. The water main extension policy provides for the logical extension of water main to all properties in the City of Brookfield. |

A municipal water source is advantageous to the community for numerous reasons: • Municipal water is safer than private sources. It is tested and treated by trained professionals multiple times each week, and tested again monthly and quarterly for dozens of contaminants to ensure the safety and quality of the water. Private wells are infrequently if ever tested by property owners. • Municipal water is more reliable than private sources. The Utility operates wells and pump stations with backup power supplies in times of power failure. Private systems generally can not provide water during power outages. • A municipal water system provides a plentiful supply of water for fire protection. This can affect insurance ratings and premiums. Private systems rely on Fire Trucks with tanks that need to fill up elsewhere. • Municipal water increases the value of properties. Real estate agents indicate that properties with municipal water are more valuable than properties with private wells. • Municipal water service provides for essentially worry free service since Water Utility employees operate and maintain the water system. Private water service requires property owners to test their wells and maintain pumps, pipes and well. • Municipal water service protects the precious water source better than private wells. The City maintains ordinances protecting the areas surrounding the City’s 23 municipal wells from certain land uses that might contaminate the wells. Private wells do not enjoy these protections and are so numerous (in the thousands) that it drastically increases the potential for contamination of the groundwater system. |

To recover the costs of the water main installed to serve properties, the water utility assesses the cost for water main extensions to adjacent property owners. In the past few years (2005 through 2007), assessment costs have ranged from $43 per frontage foot to $60 per frontage foot depending on the project, plus the cost for the service from the main to the lot line, typically ranging from $1,000 to $2,200 each depending on the size of the service. To calculate what your assessment may be, multiply the cost per frontage foot by the frontage for your property and add the cost for the service. Typical properties in Brookfield have frontages ranging from 130 feet to 200 feet. So for a property with a frontage of 130 feet, the water main assessment costs can range from approximately $6,590 to $10,000. For a property with a frontage of 200 feet, the assessment can range from approximately $9,600 to $14,200. It must be stated that these are only examples of what the assessment could be, based on averages and bids received on projects in the past few years. Actual assessments will vary in the future as construction costs vary and the frontage of properties vary. These costs are meant to be representative only and in no way provide a guarantee of a maximum cost for the water main assessment. There are other rules that apply for corner, oddly configured or small lots that affect the assessment costs. For further details, please contact the Engineering Division on rules for calculating water main assessments. These sample assessments do NOT include the cost for property owners to install water service from the lot line to the house. These additional costs can range from $2,000 to $5,000 or more depending on internal plumbing, distance from the lot line to the house, trees or patios that may need to be restored, etc. |

Water sprinkling activities such as sprinkling water on lawns, gardens, shrubs, trees, and other vegetation, washing vehicles or structures and filling swimming pools are restricted to certain days. Water sprinkling is restricted to before 9 AM and after 6 PM by properties with even numbered addresses on even numbered days of the year and by properties with odd numbered addresses on odd numbered days of the year. These water sprinkling regulations apply to all properties in the City, whether on private wells or the municipal system. Exceptions: The Utility will allow exceptions to the policy if the property owner contacts the Utility to describe the condition for which an exception is sought and if the request fits into the following categories: • watering of newly established lawns, shrubs, or trees, • irrigation of crops, • commercial car washes that recycle their water, • golf courses that draw water from on-site retention ponds. Additional restrictions may be placed on water sprinkling based on the need to conserve water resulting from dry conditions, mechanical failure of the wells/pumps or other emergency. |

The city adds a minimal amount of chlorine to destroy bacteria. The water is also treated with a polyphosphate, which is a corrosion inhibitor. The utility also provides iron filtration to reduce the iron content at some of the wells. |

Discolored water can be caused by many things. Check the unsoftened water in the home closest to the point of entry, this would be indicative of the water the utility is providing from the main. Any water in the home that is treated and discolored, would be an internal plumbing concern. There could be a disturbance in the water system (hydrant flushing, new water main construction in the area, illegal use of a fire hydrant). Combination plumbing (copper and galvanized) in your home can also cause the problem. |

Pressure problems can be caused by many things. Make sure all valves are fully open in the home, especially after plumbing changes have been made. If it is isolated to a particular sink, clean the aerator at the end of the faucet. If you have a water softener, try bypassing the softener and see if that increases pressure. There could also be water main repair work going on in your area, please contact the Water Utility at 262-796-6717. |
Water/Sewer Billing

Check you home for leaks. If you have a sprinkler system, make sure there are no leaks. Make sure your water softener is not stuck in a regeneration mode. Check your toilets for leaks. Most toilet leaks are a bad flapper valve (easily replaced by the homeowner) or the ball float is stuck. Make sure all faucets are completely shut off. If you can’t find any of these problems easily, read your meter and watch the red dial. The red dial won’t move unless water is being drawn through it. If you are going to be gone for a period of time and/or not using any water for an extended period of time, write down all numbers on your meter dial. When you come home or are ready to use water, read the meter again, the numbers should not have moved. If they did, there is an internal plumbing leak somewhere.
